It's Adrian Smith from Iron Maiden it's probably after they were touring with VVI. It shows that even really known and good guitarist had to admire or at least like Vinnie playing
my other version is that he get that shirt for free and hadn't antything clean for photo session

Iron maiden all loved vv but something changed after tour. Iron maiden drummer was a big fan of the first record. I heard iron maiden were pissed abour the hirsch thing.
